LAS PIÑAS City Rep. Camille Villar is pushing for a measure granting tax deductions to parents and legal guardians of children and youth with special needs.
In her House BIll 9895, Villar said the State shall defend the right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development.
Through the legislation, a framework is being envisioned and that society must adapt its structures and mechanisms to ensure children irrespective of age, gender and disability must enjoy the rights that are inherent in their human dignity.
Disability cannot be considered in isolation, having special needs should not be a badge for discrimination.
The proposed legislation aims to provide additional tax deductions to parents or legal guardians of children and youth with special needs.
This is in recognition of their contribution in nurturing the welfare and well-being of the children and youth with special needs.
